Independent Correctional Healthcare Expert Witness Services for Jail & Prison Litigation Nationwide

David Medical Services provides objective medical opinions, written expert reports, and testimony in matters involving alleged failures in correctional healthcare delivery. 


We are retained by both plaintiff and defense counsel.

Role of the Correctional Healthcare Expert

Our role as medical experts is to:


  • Review and interpret correctional healthcare records
  • Evaluate whether care met accepted medical and correctional standards
  • Explain medical issues clearly for counsel, courts, and juries
  • Provide defensible, evidence-based opinions


We do not serve as advocacy experts. Our opinions are grounded in medicine, systems of care, and the clinical realities of custody environments.

Scope of Expert Witness Services

Expert witness engagements may include:


Comprehensive medical record review

Standard-of-care analysis

Causation opinions, when appropriate

Written expert reports prepared for litigation use

Deposition testimony

Trial testimony, when required


All work is performed with attention to clarity, consistency, and courtroom defensibility.

v-MD™ Early Case Screening (Pre-Filing)

For matters that are not yet in active litigation, we offer the v-MD™ Early Case Screening service. 

This paid, limited-scope review allows counsel to:


  • Obtain early medical context
  • Identify potential red flags or gaps in care
  • Determine whether a case warrants full expert engagement


The v-MD™ service does not include a written report or testimony, and is not a substitute for expert witness work.

Our credibility depends on objectivity. We do not tailor opinions to desired legal outcomes, and we do not opine beyond appropriate medical scope.

Relationship to Non-Litigation Services

Expert witness services are distinct from our Facility & Systems Reviews, which are non-litigation, improvement-focused assessments for correctional organizations. 


Organizations seeking healthcare systems review, patient safety assessment, or quality improvement support should view that service separately.
