 Correctional healthcare demands more than clinical expertise. It requires operational awareness, systems thinking, and disciplined medical judgment within secure custodial environments.


David Medical Services is led by physicians with direct experience in jail and prison healthcare delivery, statewide oversight, and correctional medical leadership. Our physician-led model ensures that both litigation review and systems evaluation are grounded in real-world correctional practice.

Dr. Ryan Herrington is a double board-certified physician in Public Health and Addiction Medicine with more than a decade of experience practicing and leading healthcare delivery in jail and prison settings. He has served as both statewide and facility-level Medical Director in correctional systems across multiple states.


His experience includes frontline clinical care as well as executive medical oversight — a critical combination when evaluating cases involving:


  • Withdrawal deaths in custody 
  • Suicide in jail or prison 
  • Use-of-force injury or death 
  • Delayed diagnosis or treatment 
  • Allegations of negligence or deliberate indifference 


Dr. Herrington provides correctional healthcare expert witness services for both plaintiff and defense counsel. He has been retained in matters across more than 30 state jurisdictions and by the Federal Bureau of Prisons.


His analyses are grounded in established standards of care, correctional practice norms, and disciplined methodology. He distinguishes between individual clinical decision-making, system-level constraints, and true departures from medical standards. Reports are structured, literature-supported, and written to assist courts in understanding complex correctional medical issues with clarity and neutrality.


Dr. Herrington has completed advanced expert witness training through SEAK, including deposition and consulting best practices.

Dr. Patricia David leads David Medical Services’ correctional healthcare facility and systems review services, providing independent evaluation, mortality review, and patient safety consultation within custodial settings.

She is dual residenc

Dr. Patricia David leads David Medical Services’ correctional healthcare facility and systems review services, providing independent evaluation, mortality review, and patient safety consultation within custodial settings.

She is dual residency-trained in Internal Medicine and Occupational & Environmental Medicine, holds a Master of Science in Public Health, and completed formal patient safety training through Johns Hopkins University and the Institute for Healthcare Improvement.


Her career spans more than 30 years across large health systems, military clinics, HMOs, state agencies, and private practice. Within correctional healthcare, she has held senior statewide leadership roles including:


  • Chief Quality Officer and Medical Director of Quality & Care Management, Washington State Department of Corrections 
  • Director of Patient Safety & Performance Review, Washington State Governor’s Office of the Corrections Ombuds 
  • Associate Medical Director for Healthcare Quality, Washington State Department of Labor & Industries
     

In these roles, she provided executive leadership for in-custody death reviews, sentinel event investigations, and system-level quality improvement initiatives across a statewide correctional system. She participated in Mortality Review Committees and developed Continuous Quality Improvement (CQI) programs designed to strengthen healthcare delivery in complex custody environments.


Dr. David provides physician-led correctional healthcare systems evaluation for:


  • County jails and state prison systems 
  • Private correctional healthcare organizations 
  • Executive leadership and oversight agencies 
  • Legislative and independent monitoring authorities
     

Her work may include:

  • Medical program evaluation 
  • Mortality and sentinel event review 
  • Suicide prevention program assessment 
  • Withdrawal management protocol review 
  • Policy and documentation analysis 
  • Correctional medical risk identification and mitigation strategy
     

Her approach is grounded in patient safety science and systems-based analysis. She evaluates not only whether policies exist, but whether they function effectively within the operational realities, custody-medical interface dynamics, and accountability structures of correctional environments.  Her work is focused on stabilizing institutional risk, strengthening clinical systems, and supporting correctional leadership through objective, independent evaluation.
